Mandarin Resources draws on decades of broad power development and finance experience to identify, develop and finance energy transition opportunities into viable low carbon intensity power generation solutions.  While renewable power such solar and storage are a clear Mandarin focus, gasification and related precursors to carbon capture are also essential to the efficient use of resources for greater penetration of low carbon intensity power.

Fred Lawrence has thirty-five twenty years of experience developing, financing and managing conventional and renewable power facilities in the United States, Europe and Africa. He has successfully developed and financed projects valued in excess of $3 billion. 

As Vice President of Enron International, Mr. Lawrence led the financing of a $1.2 billion, 550MW integrated gasification and combined cycle (IGCC) power facility in Sardinia, Italy. He also financed The Southern Company’s $430 million, 220 MW coal fired Birchwood Power Facility in Virginia and secured financing commitments for Air Products and Chemicals’ $175 million, 80 MW Cambria County, Pennsylvania waste coal cogeneration plant. 

More recently for Chevron Corp., he co-developed four behind the meter utility scale solar power facilities in West Texas and Southern New Mexico, and is currently working on expanding one of the facilities.

Mr. Lawrence has also managed portfolios of renewable power projects including landfill gas to power, run of river hydro, tax equity investments for solar power facilities in Arizona and Texas and the 50 MW Hudson Ranch Geothermal tax equity investment in Southern California. He also completed divestiture transactions for the solar and geothermal plants.

Mr. Lawrence received his Bachelor of Science degree in Operations Research and Industrial Engineering from Cornell University and an MBA from the University of Pennsylvania’s Wharton School. He has lived throughout the United States, London and in West Africa.
